An object entering Basecell has not been rejected, interpreted, valued, or authorized merely because it has arrived.
Basecell preserves distinguishability while the conditions necessary for further operation are resolved.
Arrival is not admission.
Custody is not authority.
Suspension is not rejection.
Where constitution remains incomplete, reversibility is itself a constitutional virtue.
Basecell therefore permits an object to remain present without requiring the Federation to decide prematurely what the object is entitled to become, where it should proceed, or what significance should attach to it.
Its function is not interpretation.
Its function is minimum sufficient containment without premature determination.

Basecell preserves the recoverable relation between what arrived and what may subsequently emerge.
No later operation should make the prior state unrecoverable merely because further processing has begun.
What is unresolved remains unresolved.
What is known remains distinguishable.
What has not yet been constituted is not presumed.
From Basecell, further constitution may proceed through the appropriate Federation office when the conditions for that operation have been satisfied.
Reversibility preserves the field until constitution has earned direction.
